[Lowfer] hiFER's RY and SIW-WSPR

Had an opening from SIW to southeat Kansas about the same time, Andy, 
starting a little earlier at 2116 and continuing through the same 2128 time 
slot. After that, zilch again except for the more distant stations like NC, 
USC, EH and RY. Up the band, FRC was coming in nicely during late afternoon, 
but WV (which had been good in the morning) was nowhere to be found.  MTI 
was audible sometimes, but lots of rapid and very deep fading on that one.
