Laurence,
I'd like to listen for you on both bands but the one frequency you cite
(476.180 kHz) is non-standard for WSPR-15 and I never saw a frequency
for 137 kHz. The standard dial frequency for the former is 474.2 kHz and
wspr-15 tunes for audio between 1600 and 1625 Hz. That handles actual
transmit frequencies between 475.8 and 475.825 kHz.
http://kl7l.com/MF00000.jpg makes your actual transmit frequency look
like about 476.198 kHz. A USB dial frequency of 474.588 kHz, for
example, would put that at 1610 Hz audio and that would be within the
wspr-15 25 Hz tuning range. Is that correct?
What is your actual transmit frequency for wspr-15 in the 137 kHz band?
