[Lowfer] CQ LowFER & HiFER Beacon Ops

JD,

I plan to leave both WM beacons up over the summer. I do want to make 
some lowfer antenna changes this summer in which there could be some 
short down times.

The biggest issue will be weather outages like this coming week, where 
the predictions are for t-storms Tue thru Fri.  Both beacons will be off 
and antennas grounded during those times.  Thanks for asking.
