[Lowfer] unknown signal on 136.3 kHz

While tuned for WH2XND on 136 kHz WSPR I've been seeing a waterfall FSK
signal on about 136.3 kHz. It's weak, with about 150 Hz bandwidth.
Probably local (I certainly have some line spurs and 60 Hz harmonics)
but maybe not. It is stable in frequency, only appears through the
night, and is gone as local sunrise nears. Long ago the Canadian station
VEV operated on this frequency, but I've seen nothing recently reported.
Is anyone else seeing this?
