[Lowfer] WSPR LF

With the DST at unfavorable levels since OCT 1 there hasn't been much hope for T/A reception of late 
... so WSPR2 during this period makes sense. When T/A conditions improve, and we get further into 
the season (less QRN), I'm sure some stations will switch to WSPR15.
