JD, I don't sense any significant difference. To me the problem hasn't 
been startup (although in this age of GPS it's surprising how stations 
often took several minutes into their 10 minute windows to key up). 
Rather, the problem has been transmitting well past the end of the 
assigned 10 minute windows. That continues. For example, this morning 
the first message from area 4 station G is timestamped 0900:24. The last 
message is timestamped 0917:16. Only because station H is close does a 
message from it timestamped 0912:11 make it through. Yes, the current 
hurricane situation may legitimately lead to longer message content for 
some stations, but grossly exceeding 10 minute windows is the norm, not 
the exception. And because of that decoding messages from more distant 
stations whose windows are next becomes very unlikely.
