[Lowfer] WM LowFER On-AIr

I am putting the WM LowFER beacon back up with full power today. I have 
been running it with low power for the past several days closely 
watching it's performance with the temperature swings. There is a small 
variation in frequency during a bright and sunny sun rise, but it is 
keeping it self in check now. I will continue to monitor it and make 
corrections as necessary.
