I once use a Hustler 40M resonator on 60M by adding about a 1 foot 
diameter top hat at the top of the rigid rod where the stinger 
attaches.  The top hat was formed from 12 gauge stainless wire.  I 
suspect the same could be done with a 20M resonator for to move it down 
to 13.5 MHz.
