Technically, Andy, that would not be a PLC as defined by the FCC for 
purposes of this rulemaking.  PLC systems are used on transmission lines 
(those that run from generating plants to substations, or from substation to 
substation).

Smart meters and other devices using RF on distribution lines (those feeding 
customers) do NOT have a general exemption from Part 15 emission limits, and 
some of those clearly exceed them, as seems to be the case with the one you 
had.

The kind of system Craig was talking about is one of the more advanced types 
of PLC available, but most legacy systems are much simpler and more limited 
in their capabilities.  Too bad we can't find out the specifics of what 
types are in use in our own vicinities...but if we could, then apparently 
the bad guys win.
