[Lowfer] remaining questions about NPRM 15-50 / listing 15-99

Thanks Steve - I appreciate that info.  I think the aspect that has me
second guessing is one of a procedural nature since I have not formally
found an entry in federal register, which is supposedly required before the
comment period can open.  Even 15-50 says that the comment period is aft 60
days and the rebuttal is 90 days after.

So the question is, 1) did I (or many of us) simply miss the FR pub because
its buried in another FR proceeding, or 2) Did the FCC not follow their own
procedures, or 3) Have I misinterpreted all of these instructions because
this process is completely new to me and as you indicate, we should post to
our heart's content.

I have been going back and forth on this as the matter has gained some
steam this past weekend.  While I know for certain that many other
630-meter guys are working on their posts, I've been surprised to not see
posts by active 2200-meter guys.  Perhaps they are in the data gathering
and assembly process.. All of this is really the cause for my concern
(paranoia?) and second guessing what I have already done.  I wish there
were a better road map.

Can anyone define a closing date for the initial comments?  This is
probably the largest issue at hand at the moment.
