[Lowfer] remaining questions about NPRM 15-50 / listing 15-99

Good afternoon,

Referencing proceeding ET Docket 15-99, as listed at
http://apps.fcc.gov/ecfs/proceeding/view?name=15-99 ,  can anyone clarify
the status with respect to a Federal Register publication?  After checking
the FR archives back to 1/1/2015, I could find no references to any key
words that might be involved, including Part 97, WRC, MF, and LF and
variants of these.

There has been a large amount of confusion, at least for me, about exactly
what period of the NPRM we are currently in at this time.  15-50 indicates
that the comment period opens 60 days after pub in the FR.  The status of
15-99, which somehow contains 15-50 indicates open.  Is this an open
comment period or only that the NPRM itself is an open matter?  Why do we
have multiple numbers for all of this? 15-99, 15-50, etc.  That seems to be
a real issue with this entire matter for many of us.

There are number comments posted at this time, including mine, and there
are other that are being "put together" at this time but I hope to
determine exactly what we are looking at and if we need to hold off on
further submissions or if its ok to continue making submissions on MF and
LF matters on 15-99.

This started, at least for me, a week ago when I saw comments made on this
reflector that I missed due to email problems on VE7SL's blog.. My comments
