Clearly audible ... would be an easy high speed cw QSO ... peaking 35 dB s/n in 366 mHz bandwidth. 
Frequency 400.2 Hz high when I looked a few minutes ago (receiver / sound card GPS disciplined - 
accuracy about 10 uHz).
