[Lowfer] 350 kHz NDBs

Nice copy here last night from all directions. In the capture the top 
signal is NY in BC, next down is RB in NU, and lowest is DF in NL. 
Tuning is 350 kHz USB on the dial so all 3 offsets are around 400 Hz 
audio, the Canadian "standard" (it's 1000 Hz for most US NDBs).
