[Lowfer] Can WSPR be compared to a QRSS speed

Andy,

My guess would be that WSPR15 compares with QRSS30, and WSPR2 compares 
with QRSS3. That is based on some tests that Jay and I did comparing 
WSPR15 and WOLF, and some earlier work I did with QRSS rate comparisons. 
Of course, the usual disclaimer that QRSS requires brain interpretation 
applies.
