[Lowfer] 518 kHz Navtex

Plenty of 518 kHz Navtex signals here as snow was falling. Area 4 
decodes were A,B,C,E,G,H1,H2,I,N,P,R,U and X; area 12 decodes were the 3 
US west coast stations C,Q, and W. Couldn't decode it but it was nice to 
see RTTY from area 12, station D Prince Rupert, BC on the Spec Lab 
waterfall. Haven't seen that station for quite awhile and WSPR stations 
from the NW on 474.2 kHz weren't all that strong here.
