[Lowfer] Over night conditions to EN52 NE IL

Jay, those are excellent SNRs. Think the best I did over a shorter path 
was mid -20s. WH2XRR was down in the -30s the couple of times I 
monitored. Things haven't improved here as one can tell by the afternoon 
lowfer captures (a composite of WM, MLS, and EAR is attached, including 
SIW just switching to the watering hole from the slash code frequency).
