[Lowfer] WSPR decodes so far

Agree, they look about the same. That's good news, as I was suspecting
that the reporting systems were different, based on the XRR signals.
Supposedly, WSPR-2 bottoms out in the -33 dB SNR range, and WSPR-15
around -40 dB. So, there certainly should be an advantage to WSPR-15
with weak signals.
I'm guessing that we didn't have enough distant observers in this
weekend's WSPR-15 trials. Another possibility is that "noise" and
"Gawd-awful screaming switcher crud" are two different things. That
would limit the weak-signal possibilities at LF.
