[Lowfer] WM Lowfer beacon testing

Garry, thanks for looking. I have many new variables in this 
installation which means I am starting anew, but with one season of 
experience. I still have a number of things to complete before winter. 
Over the next couple weeks I will be doing that work in the mornings, 
and have it back on in the afternoon and over night.

I have listened for Hifer SIW several times over the summer, but have 
never gotten a capture. When you get Lowfer SIW back up, I will put it 
back on the list of stations to try to capture.
