[Lowfer] Request for info from the Part 5 Licensees

As the deadline for original comments in the Notice of Proposed Rulemaking 
looms before us, there are a couple of statistics I'd like to be able to 
include in my own filing.

1.  How many licensees (both at 2200m and 630m) have determined their 
operating power by actual field strength measurements?  I know of at least 
one who has, and I'm pretty sure others have as well (or at least, have the 
capability), but I'd like to be able to put a number to it.

2.  Who is determining their power by calculation, taking into account 
theoretical radiation resistance of their antenna, measured losses, etc.?
