[Lowfer] MP 137780.5 back on air

Every time I see "MP 137780.5 back on the air" I sure think about how
I'd like to snuggle up next to you again there, Mitch .. so to speak
:)

Perhaps I'll make it this season.  I still have a Hafler (thanks! You
know who you are) and my DDS exciter.  But no Part-5 grant anymore.

So, I've been away and only partially paying attention when I could ..
so is this opened up now as Part-97?  Or not yet?
