[Lowfer] Lowfer WM shutdown on 4/15

Mike, thanks for the heads up on WM activity. Haven't copied it for a 
good while now. It used to come in reliably in daylight. Guess that 
shows how conditions have degraded since winter best. I have seen the 
barest trace of WM so far this morning, and EAR too. EAR had usually 
been downright strong, but no more.

Meanwhile, despite generally poor and noisy conditions, last night got 
parts of one message at 0435Z from Puerto Montt on 518 kHz Navtex. I did 
copy NDB GPI on 308 kHz from Columbia around that time but it was weak, 
and DDP on 391 kHz from Puerto Rico wasn't pounding in as usual either.

While LF is unexciting, sunrise this morning brought a significant 
microwave enhancement. My beacons up through 10 GHz are 20 dB or more 
above normal on the 20 mile path.
