[Lowfer] VE3EAR mode change

J.B., not a great night for 518 kHz Navtex here. 474.2 kHz WSPR signals 
from the 3 active west coast stations were down compared to previous 
nights too. Did decode a couple area 12 Navtex stations though: W, 
Astoria and Q, Long Beach. Area 4 decodes involved only 9 stations, but 
R, Puerto Rico and B, Bermuda were among them.
