[Lowfer] Navtex from OR

Astoria, OR was in here well again last night on 518 kHz Navtex. So was 
Long Beach, but San Francisco was again covered up by the area 4 C 
station. Tofino, BC decoded at 0524Z but guess area 4 C also covered up 
Prince Rupert, BC. Using an eprobe, decoded Labrador, area 4, station X 
at 0350Z so while no Greenland copy yet that indicates some progress.
