[Lowfer] Lowfers SJ and TAG in EN52

Got a nice peak on SJ as local sunrise neared. TAG was in there too but 
still too weak to copy the Morse characters. Navtex monitoring on 518 
kHz yielded the usual area 4 decodes (Bermuda and Puerto Rico were 
better than usual) but only stations C and W from area 12. On 490 kHz 
just the 3 Atlantic Canadian stations decoded (D,J, and V).
