       Jay,
         I know you jest, but I wish it were that simple! Certain 
frequencies are so well protected that if you ask for them the FCC will 
automatically stamp "Denied/Dismissed" on them and put them in the 
rubbish bin without even sending them to NTIA ! Then you have wasted 
your time and the application fee. Looking over the denied applications 
on the FCC/OET database can be just as instructive as looking at the 
successful ones!

         The moral is that it always pays to do your homework first!
