[Lowfer] XP question

I have an odd and annoying "bug" with the WinXP box I use for keying EAR, and the various decoder programs like Argo, WSPR, etc.
A small window pops telling me that GAH_NEWVER.EXE has to close and it gives me three options, 1) debug, 2) send error report,
and 3) don't send.  I generally click on 3, which makes the pop-up go away for a while, only to return a bit later.  What is this GAH
thing?  Can I delete it without opening a can of worms?  If so, where do I find it to get rid of it.  It can't be anything important, as all
other operations of the box and the programs I run in it seem un-effected.
