[Lowfer] 137780 MP reduced power

Finally got a chance to look this afternoon from 2200 until nearly 2400 UTC. 
Was consistently solid here the whole time, helped somewhat by the absence 
of QRN all afternoon.  Even by the time of this capture, after sunset, 
static still hadn't picked up much at all.

Before returning to town, I checked DCF77, which was just barely audible, 
and LWBC.  Europe 1 was fair, France Inter was S9+10dB and quite clear, 
while Tangier was barely audible.

Also:  Prior to looking for MP at 137.78, I took a quick look at HiFERs.  At 
the watering hole there were USC, EH, 7P (when EH wasn't drifting on top of 
it), and NC.  This makes quite a while that HiFER MP hasn't been seen!  Away 
from the watering hole, I heard AJO for the first time in a couple of 
months, plus MTI and GNK.  Lots of deep QSB, but sometimes very good signals 
in between fades.
