[Lowfer] 18.6 & 18.9 kHz

I have noticed this nightly over last2 years.  Around 1800 UTC +/- 30 min,
a station will come up with a carrier for several minutes on 18.6 kHz.
Then 15 to 20 min later, a station (I suspect the same one) will come up on
18.9 kHz where it will transmit a carrier or short FSK messages.
Tentatively, these are not apparently the same mode as the Russians on 18.1
and 21.1 kHz but does seem to use the same 75 Hz shift.
