[Lowfer] West coast navtex

J.B., didn't start monitoring 518 kHz Navtex until around 0400Z here. 
During the 0740Z window, 5 messages decoded from Astoria (WB54, WA27, 
WA49, WA63, and WA21). Area 4 station C, Rivière-au-Renard, QC came on 
in between the last two messages and perhaps covered up another message 
from Astoria. Before that at 0532Z one message from Tofino, BC came 
through. Bermuda and Puerto Rico decoded as usual to the east. Glad the 
flare didn't seem to have much impact. Just before sunrise plenty of BC 
NDBs were coming through.
