[Lowfer] WD2XNS mid day WOLF mode transmission

Just got home after dealing with a frozen oil line at work. Had planned to raise power but since 
everyone is decoding with little or no problem think I'll go the other way. Will make progressive 
reductions and note power in the message. Thanks to Lloyd, Garry, Dex and Bill (heroic actions 
noted) for the reports so far.
