Hi Cliff,
 
Guess I didn't mention that this pc is energized by two switches: the on/off on the ps in the back , and by a push button on the case front. Evidently that button activates the system via the PS_ON# terminal and I had been using it as usual. As a test that terminal was grounded and it performed as it did using the front button alone. Still no boot up though can hear the HD buzz up.
 
Gunna let it lie for a while possibly something will come to light on its repair.

PS_ON# - # means active low - ground that line to turn on the power supply
