Hi Fellas,
I've tried all tips to date. but John's on the PS signal was untried to fore and I have something to say about it.
The pc is a 400MHZ box with a ATXPWR PS. It provides 3 conns. to the MB. The big one is 20-pin. Only 3 pins are new to me, this is from the MB manual:
1. PS_ON# <-- shows no voltage (unknown what the # means, not a footnote)
2. PWR_OK (did not probe)
3. +5VSB
Therefor, if PS_ON# is the signaling line, I found no DC voltage.

Peter,
Dead battery on the PC? Also, I've seen power supplies that seem to produce all the voltages, but are not signaling the PC board that they are up and running.
