That is a good question, Craig, and part of the answer is "sometimes, but 
not in all hardware."  The rest of the answer depends on the source of the 
material.  Much TV content today is streamed from file servers.  Whether it 
is clocked to an accurate local or national reference is hard to determine 
in any given instance; stability does not necessarily guarantee precision.
