[Lowfer] 8820 Hz question - maybe OT

I'm sure people smarter than me will answer, but I'll give it a shot, and
keep in mind that I may not be understanding your question properly. To my
knowledge, there is no magic frequency below which electromagnetic waves
will not radiate from an antenna. The mode of propagation, as you know,
varies with frequency, as well as many other things, here on this planet.

Back in the 1990s, the U.S. Navy had an Extremely Low Frequency (ELF)
submarine communications system operating on something like 76 Hz. I
believe the transmitter was in Clam Lake, WI, and the antenna system
consisted of miles of wire strung like power lines and grounded at each end
in soil with very poor conductivity, effectively forcing the current to
flow deep into the earth forming a gigantic loop. The signal was able to be
heard, from what I understand, by deep submarines over most of the planet.
