[Lowfer] WH2XIL Digital Voice on 505kHz

Warren,

Could you check that there is still audio being sent? I'm getting the 
callsign in the text box when the SNR gets above 4 or so, but the audio 
just mutes. Below that SNR, from 0 dB, I get what sound like voice 
fragments, but I suspect they aren't real. A good signal seems to 
produce silence.
