Steve,
That is the $64,000 question!
Actually looks pretty bad for 137kHz, the utility companies lobbied very
hard against it with comments like (paraphrasing) "we have been using this
system since 1938", "Hams running 1W ERP will bring down the grid!", and
then without any apparent irony they go on to state that the grid has never
been more secure!
Maybe more hope for 492, but don't hold your breath!
