[Lowfer] NWC 19.8 kHz is back

Haven't looked at VLF for awhile but NWC 19.8 kHz was off the air for 
quite awhile. It's doing fine here this morning, along with weak signals 
from the Alpha stations. Higher up, both CFH and CKN are coming in. But 
even though the noise floor is decent, propagation to the west is 
mediocre at best. 518 kHz Navtex station Q in Long Beach did rise enough 
to decode at 1047Z but the west coast DGPS stations on 302 and 321 kHz 
are too weak to decode and 350 kHz NDB NY in BC isn't coming through either.
