[Lowfer] 518 kHz Navtex

Copied region 4 station H in Curacao the last two nights (0513 and 
0913Z). Haven't decoded that one for quite some time because it has 
usually been covered up by station G transmitting well beyond its 10 
minute window and perhaps sometimes the other station H in Wiarton, ON. 
It's certainly confusing having two stations with the same letter 
identifier in the same region scheduled at the same time.

West Coast stations Q and W decoded on Navtex but the CA DGPS stations 
on 302 and 321 kHz were too weak to decode. On a positive note, NDB MOG 
on 404 kHz LSB was copied much of the night.
