[Lowfer] Non-watering hole lowfer SIW

Noticed this morning that lowfer SIW was sending a decent rendition of 
DFCW on 185.185... kHz. Not likely to last so plans are to still install 
a regulator on the final op amp, currently running directly off battery 
voltage. Hopefully that will keep the start of dots and dashes at the 
middle resting frequency as intended.
