Perhaps I have seen/heard a PLC but if so I didn't know what it was.  
How can I identify a PLC?  I have a 100 KV transmission line about 500 
feet from my home that connects two main substations.  Of course though 
I know not all transmission lines will have PLC control.  My problem 
with the local utility is their TWACS system.  That causes all my UPS 
units to switch each time the meter reports plus the signal wipes out 
all weak signals up through the AMBC band.
