[Lowfer] Frequency Adjustment at LowFER MO

Had tuned up the 1750 m band to look for MO this afternoon, and about 3:24 
PM CST was surprised to see the signal heading off in a new direction. :)

800 = 189,500 Hz +/- 30 millihertz

Was simultaneously capturing in QRSS30 slow and normal modes.
