When 49 MHz became available for Part 15 devices, such as remote controls, 
cordless mice/keyboards, walkie-talkies, wireless thermometers, et cetera. 
Not phones, per se.  My 1984 freuqncy guide doesn't mention any 49 Mhz stuff 
other than Federal Gov't usage.

It seems the spectrum opened up in the 80's, so, about twenty years late for 
consumer tube equipment, although one could homebrew something using parts 
four-decades-plus older than the band.
