[Lowfer] 518 kHz Navtex

Not a great propagation night but reasonably quiet in NE IL. Decoded 
Navtex messages from 11 area 4 stations and 3 area 12 stations:
area 4 = A, B, C, E, G, H, M, P, Q, R, and X
area 12 = C, Q, and W.

Interesting that Greenland, Bermuda, and Puerto Rico in area 4 all 
decoded along with the 3 US West Coast stations, but nothing from BC or AK.

DGPS monitoring showed far west stations "normal" at best. CA, 302 and 
321 kHz decoded, as did WA on 316 kHz; 100 baud Bermuda on 323 kHz 
didn't decode but was evident; best catch was Fort Stevens, OR on 287 
kHz (usually co-channel stations in MT and CA prevent anything from 
decoding).
