[Lowfer] XKO WSPR-15 QRPp 4.7 milliwatts

Since I was very surprised to see two XKO WSPR-15 receptions while 
running a local test at 4.7 milliwatts I decided to let it run again 
tonight.  Looks like from the present reports I may need to move the 
frequency to avoid QRM to other stations on tonight :)  I'm open for 
suggestions in case someone is interested in extending the QRPp distance.
