[Lowfer] WSPRX with EM-U 0202 problem

I noticed last evening I was getting no WSPRX-15 decodes while using the 
EM-U 0202 USB sound interface.  The waterfall displayed a strong signal 
out of the -15 window.  I verified the receiver frequency which was 
correct.  Viewing  the same signal with Argo showed a different 
frequency for the signal being received.  I changed the WSPR input to 
the Sound Blaster PCI input, the frequency was correct and I started 
getting decodes. 

This morning I repeated the test with the EM-U 0202 input and found 
while running WSPR the signal was showing low in frequency by about 17 
Hz.  I have been using the EM-U 0202 for Argo with no frequency error.  
I just now verified that while running Argo I show almost exactly the 
same tone frequency with either the EM-U 0202 USB or the PCI sound card. 

This is how WSPR shows with the same 1620 Hz signal with the EM-U 0202 
and PCI input.
