[Lowfer] WE2XGR/2 in WSPR-15

Had local interference around 475.8 kHz that didn't help but finally got 
a WSPRX-15 decode from Jay at 0615Z.

130117 0615   1 -39  0.1   0.475816  WE2XGR FN31 0          0  1607    0

Monitored awhile after that and a signal was clearly evident on the 
waterfall, but no more decodes. Gives an idea how strong the signal must 
be to work. Then left for the lowfer watering hole.
