[Lowfer] No WI

I haven't been able to copy WI here yet.  I do think that I've had a few 
bits and pieces.
Last night I had a strong carrier showing on Argo captures around 
187.506.1 @ 0811Z.  It stayed pretty strong for about 10 minutes and 
then dropped in amplitude.  The weak carried disappeared at about 0903 Z.
I know it's not WI but I'm wondering if anyone caught this.  I guess it 
could have been "local" to me.
