[Lowfer] WI now QRSS 30

QRSS30 did the trick for copy of lowfer WI on the 1160 km path to NE IL. 
Began seeing the signal around 0530Z despite a lot of noise from a large 
snowstorm coming up from the South. The "wavy" frequency behavior Dex's 
capture showed makes WI particularly distinctive.
