[Lowfer] WD2XNS WSPR-15 / WOLF pre-test test

There's a test condition issue, here, too. Since WSPR-15 runs in 15 
minute chunks, I would suggest accepting WOLF decodes only up through t: 
960 (16 minutes). Since the first 96 seconds doesn't really count in the 
copy build-up (if memory serves), that would be 14:24 minutes of "real" 
WOLF copy.
