I'm writing an article about QRSS and the above question has occurred to me. 
In its current form I guess it's since home computers have been widely 
available for a few hard-line experimenters trying QRSS as a QRP or QRPP 
mode, but then more widely adopted after the software like Argo could be 
used.

This email list seems to have started in June 2005, but I'm sure folks were 
using QRSS sooner than this...
